Council Leaders must take responsibility for ‘Breakfast Club’ culture | Rhaid i Arweinwyr Cyngor gymryd cyfrifoldeb am ddiwylliant 'Clwb Brecwast'

Workers at a council waste site in Swansea have been caught pocketing laptops, TVs and clothing meant for recycling.

An investigation by the council’s corporate fraud team also found that time-keeping records were being falsified, and uncovered a ‘breakfast club’ culture at the site – with workers signing on for work on Fridays, before heading off en masse for cooked breakfasts.

The workers are due to discover what action will be taken against them at a hearing today, but Welsh Conservatives want the council leader and chief executive to be held accountable.

Shadow Local Government Secretary, Janet Finch-Saunders, said: “This debacle highlights a serious lack of leadership at the heart of Swansea Council and it cannot just be swept under the carpet.

“Taxpayers need to have confidence that their money is being safeguarded and spent on vital services – not frittered away – and this breakfast club culture just isn’t good enough.

“The department needs a thorough review and the Leader and Chief Executive should reflect on their positions.”

Suzy Davies AM said: “Residents will want clear evidence that meaningful action has been taken.

“Someone needs to be held accountable, not simply for the acts themselves, but for an environment which allows people to flagrantly abuse the system and feel that they can get away with it.

“The vast majority of employees at Swansea Council work extremely hard, but residents are well within their rights to question how widespread this behaviour is and for how long it has been going on.”

Canfu ymchwiliad gan dîm twyll corfforaethol y cyngor hefyd fod cofnodion cadw'n cael eu ffugio, ac yn datgelu diwylliant 'clwb brecwast' ar y safle - gyda gweithwyr yn llofnodi ar gyfer gwaith ar ddydd Gwener, cyn mynd allan yn fwy mân ar gyfer brecwast.

Disgwylir i'r gweithwyr ddarganfod pa gamau a gymerir yn eu herbyn mewn gwrandawiad heddiw, ond mae Ceidwadwyr Cymreig eisiau i arweinydd y cyngor a'r prif weithredwr fod yn atebol.

Dywed Ysgrifennydd Cysgodol Llywodraeth Leol, Janet Finch-Saunders: "Mae'r ddadl hon yn amlygu diffyg arweinyddiaeth ddifrifol yng nghanol Cyngor Abertawe ac ni ellir ei ysgubo dan y carped.

"Mae angen i drethdalwyr fod â hyder bod eu harian yn cael ei ddiogelu a'i wario ar wasanaethau hanfodol - heb ei wastraffu - ac nid yw'r diwylliant clwb brecwast hwn yn ddigon da.

"Mae angen adolygiad trylwyr ar yr adran a dylai'r Arweinydd a'r Prif Weithredwr fyfyrio ar eu swyddi."

Dywedodd Suzy Davies AC: "Bydd preswylwyr eisiau tystiolaeth glir bod camau ystyrlon wedi cael eu cymryd.

"Mae angen i rywun fod yn atebol, nid yn unig am y gweithredoedd eu hunain, ond ar gyfer amgylchedd sy'n caniatáu i bobl gamddefnyddio'r system yn ddifrifol a theimlo y gallant fynd â hi.

"Mae mwyafrif helaeth y gweithwyr yng Nghyngor Abertawe yn gweithio'n galed iawn, ond mae trigolion o fewn eu hawliau i gwestiynu pa mor eang yw'r ymddygiad hwn ac am ba hyd y bu'n digwydd."
